Trades Unit Update August 16, 2010: Today SLOCEA and the group challenging SLOCEA met with the elections supervisor from State Mediation and Conciliation Services. The election to determine who will represent employees in the Trades, Crafts & Services Unit will be done by a mail ballot. Ballots will be mailed out by State Mediation on September 13, 2010. Your completed ballot must be received by State Mediation by October 1, 2010. Employees in the Trades, Crafts & Services Unit will receive more information regarding the election in approximately fifteen days. Casting your vote is critical! The election will be determined by which group receives the majority of the valid votes cast.
Open Enrollment Fair September 23 & 24: On September 23 and 24 the County will host two Open Enrollment Fairs for all public agencies that contract with CalPERS in San Luis Obispo County. The health benefits open enrollment period for the County begins September 13th and ends on October 8th. Open enrollment is the opportunity for employees and retirees to make changes to their health, dental and vision plans. Employees and retirees will have an opportunity to participate in the two day event which will feature free cholesterol screening, blood pressure checks and body mass index. Anthem Blue Cross, Blue Shield, VSP, Delta Dental and Aetna Dental will be available to answer questions regarding open enrollment choices. Pension Trust will be on hand to answer questions for both active employees and retirees and there will be a variety of wellness/fitness providers attending both days.
September 23 kicks-off the two day event at the Veteran’s Hall in San Luis Obispo which starts at 10:00 am and will end at 6:00 pm. On September 24, employees and retirees can stop in at the South County Regional Center, in Arroyo Grande from 10:00 until 2:00. Coastal Communities Physician Network has donated 1,000 cholesterol screenings for the two day event which will be available on a first come basis.
UPDATE: SLOCEA and the County have reached an agreement that will ensure no SLOCEA represented positions are laid off or have their allocation reduced for the next fiscal year (through June 30, 2011). There are fourteen positions impacted by a reduction in their allocation (ie being reduced from full-time to three quarter time) or that were slated for lay off from the 2009/10 and 2010/11 County budgets. SLOCEA followed the dictate from the member surveys and made saving jobs the number one priority again this year. The cost of retaining these positions will be covered by deferring approximately four-tenths of one percent of the 2009/10 COLA for this fiscal year. A sincere thank you to all of the members that completed and returned their surveys making it known that their priority was to ensure that our members remained employed. What is SLOCEA?
In 1947, SLOCEA was founded by a group of county employees who felt an organization
was needed to help improve the salaries, benefits, and working conditions of
all San Luis Obispo County employees. These SLOCEA "pioneers" negotiated for
many of the benefits that we take for granted today. Among these are a civil
service system, a 40-hour/5-day workweek, a County retirement plan, and significant
gains that we now consider basic to employment with the County.
Our Mission
The mission of the San Luis Obispo County Employees' Association is to: promote
friendship, harmony and cooperation among employees of San Luis Obispo County;
promote efficient, cost-effective public service, and to aid the development
and improvement of government for the public interest; promote consistently
with the public interest, the general welfare of county and all public employees,
the payment of adequate wages and the existence of satisfactory and safe working
conditions; promote the observance of high standards of conduct and performance
and that county employees have the resources, tools and training to render
the best service possible to the citizens of San Luis Obispo County; and establish,
maintain and operate as an association within the meaning and purposes of
Chapter 10, § 3500 et.sequela of the California Government Code.
Members Run the Union
SLOCEA is a nonprofit organization that operates on dues voluntarily paid
by its members. SLOCEA is the exclusive representative of these County bargaining
units: Clerical; Supervisory; Public Services; and Trades, Crafts & Services.
SLOCEA also is the exclusive representative for the Court Supervisory bargaining
unit and the represented employees of the Los Osos Community Services District.
From this general membership, three officers (president, vice president, and secretary/treasurer) and 16 directors are elected. Reporting
to the Board is a paid staff consisting of a General Manager, a Field
Representative, and general office staff personnel. The officers, Board
and staff implement policy and manage SLOCEA. Click here for
